I led the development of a robust Risk & Emergency Communications Plan for the Spokane Regional Health District, aimed at bolstering public trust, ensuring clarity in crises, and facilitating coordinated messaging across internal and external stakeholders.

Designed to address a wide range of possible hazards (public health threats, natural disasters, chemical exposures, etc.).
Provided a strategic framework to guide SRHD’s communications before, during, and after emergencies.
Focused on audience segmentation, message consistency, and rapid-response protocols to reduce confusion, misinformation, and reputational risk.

Stakeholder Mapping & Roles — Clear delineation of responsibilities for leadership, public information officers, field teams, and partner agencies.
Pre-Event Preparedness — Templates, key messages, communication checklists, media training modules, and social media playbooks ready for activation.
Crisis Response Protocols — Step-by-step procedures for activating emergency messaging channels, coordinating press briefings, and managing rumor control.
Message Hierarchies & Tailored Messaging — Core messages adapted to audience segments (residents, media, health care partners, vulnerable groups) and translated for accessibility.
Evaluation & Feedback Loops — Mechanisms for post-event review, audience feedback, metrics tracking (reach, sentiment, engagement), and continuous improvement.
My Role & Contributions
Conducted stakeholder interviews and risk assessments to inform messaging priorities.
Drafted the full communications plan, including message templates, checklists, and operational flow charts.
Facilitated cross‑departmental workshops to validate procedures and ensure buy‑in.
Designed a training module and rollout strategy to embed the plan into SRHD’s emergency operations.
